What does public procurement under GATT/WTO mean?
Public tenders above certain thresholds follow the WTO Government Procurement Agreement (rooted in GATT) — non-discriminatory, transparent procedures: open (anyone bids), selective / restricted (pre-qualified bidders), and invitation procedures. We work within these rules on both sides.
